The Homestead Program, which was recently approved by the common council, has its first home up for bid.
The program is designed to reduce the number of vacant homes within Port Jervis and have those homes filled with local home owners.
"The program is intended to give those who don't believe they will ever live the American Dream of homeownership the opportunity to do so," Decker said in a statement. "The impact economically is solid growth in our neighborhoods that leads to investment here and solid growth in small businesses that our residents need and expect."
The first home up on the market is located at 35 Orchard St. with a minimum bid of $5,000, but getting in on the bidding comes with some conditions.
The winning bidder must prove they have the means to rehabilitate the home to a habitable state within one year. That owner must also agree to occupy the home for a minimum of three years.
An open house will be held for the property on Orchard Street on Saturday, Aug. 26 between 1p.m. and 6 p.m.
