Deputies said that Wade Haynes, 39, had left a gray female Pitbull and a black female Rottweiler, who were both emaciated, in bitter cold conditions without any shelter, or food or water, said Capt. Paul Arteta.
With the assistance of the Town of Wallkill Animal Control, both dogs were rescued and taken to the Pets Alive Animal Sanctuary in Middletown.
"Both dogs are here at the sanctuary and are doing fine," said Beck Tegze, executive director of the sanctuary.
After the dogs were rescued, the Sheriff's Office investigated and determined that Haynes was in Sullivan County. They contacted the New York State Police, who arrested Haynes on two counts of cruelty to animals and two counts of failing to provide for an animal.
He is being held at the Orange County Jail in lieu of $2,000 cash or $6,000 bond.
"During the winter months it is imperative that we take care and shelter our pets," said Sheriff Carl DuBois. "Leavings pets outside without the appropriate shelter during these brutal cold snaps is unlawful and inhumane."
The deputies were assisted in their investigation by the Orange County District Attorney's Office.
